The most likely way of writing it is 1996年-- the kanji 年 means year-- but I know that's probably not what you meant. In kanji, it would be 一千九百九十六年, and it would be pronounced "issen kyuuhyaku kyuujuu roku nen", I think.

Or you can write in 一九九六年 and can use same pronounce.
as "sen kyuu hyaku kyuu juu roku nen" ("ichi" for One Thousand and One Hundred is unnecessary - ex. 百年 (hyaku nen) ,百二十 (hyaku ni juu) 、千年 sen nen、千二百 sen ni hyaku)

P.S.: How about 万千百? "Man sen hyaku", or does one need "ichi" when "sen" or "hyaku" is not at the beginning of the number?

If it's the start of word, for 千 、 百 and 十 is no need to add 1 2 3 4 5 6 7 8 9 before it.

But if it follow other number like tony san said, it need 1 2 3 4 5 6 7 8 9 .
