Shizu-san wrote this in another forum. I believe the meaning she intended was "even if you use it."
The difference between "even though" and "even if" is as follows:
"I can't blame you even though you use it" both (1) says that it is a fact that you do use it, and (2) says I can't blame you in spite of this fact.
"I can't blame you even if you use it" says (1) I don't know one way or the other whether or not you use it, but (2) if you do use it, I can't blame you anyway.
This is an important difference which may not be obvious to a non-native speaker of English.
I hope that this explanation is 分かりやすい. It would be interesting to know how the difference between these would be expressed in 日本語.

Hi Tony,
Thank you for the explanation. Actually I believed that both "even though" and "even if" are the same meaning. Since your English explanation was not so clear for me, I refered to another dictionary in Japanese. I realized that "even if" was what I should have used, but it's not so easy to tell you how you say both expressions in Japanese.
Japanese dictionaries have several expressions for the phrases, and they are written expressions which are more formal and not so common as ones in daily conversation. The dictionaries, however, have some examples which are used commonly in daily conversation, and such expressions might be more difficult for foreigners because they are used like idiomatic phrases. So, you might prefer the formal and written descriptions even though they are not natural Japanese, but in that case you might not be able to see so big difference between "even though" and "even if". That's why I didn't know the difference between them until now, I guess.
Possibly I'll show some examples here when I have enough time.

『even if』 ・・・ 仮定(assumption)
『even though』という表現は『事実』に基づいた譲歩を表す。
